Call for Applications: Program Director, Digital Policy

The Heinrich-Böll-Stiftung Washington, DC is welcoming applications for the position of Program Director for its Digital Policy Program. The program promotes a transatlantic and global dialogue on a sustainable, democratic, equitable, and rights-based digital transformation of our societies and economies. It also aims to contribute to shaping norms and rules of emerging systems for global digital governance.

The program pursues these goals by engaging in current transatlantic and global debates on digital rights and the governance of platforms and Artificial Intelligence. Another focus is on promoting the sustainable use of data and digital technologies in line with climate and environmental goals. The program collaborates with the Global Development Policy Program in working on digital development in the Global South and on China’s rise as a technology power.

Based in Washington, DC, the program brings together U.S., European and international policymakers, experts, and representatives of civil society and the private sector through workshops, public events, study tours, research, publications, and fellowships. It also works in close coordination with other programs in the DC office, with the headquarters of the foundation in Berlin, and with other foundation offices and partners around the world.

Responsibilities

The Program Director will be responsible for all program-related activities. Specifically, she/he/they will:

  • design the strategic vision for the program’s goals and activities, in close coordination with the executive director and other program directors
  • organize, coordinate, and implement the program’s activities, including conferences, workshops, study tours, publications, and visitor programs
  • build partnerships in the United States, Germany/Europe, and around the world with Heinrich-Böll-Stiftung offices, nongovernmental and governmental organizations, private sector, research community, and multilateral organizations
  • represent the program to the media and in expert discussions
  • assume principal responsibility for the program’s website publications, including regular updates, preparation of reports, and other information
  • manage funds in close cooperation with the finance manager, including budget planning, expense monitoring, and project evaluation
  • undertake literature reviews, policy research, and writing assignments

Required Qualifications

  • Relevant graduate degree
  • Oral and written fluency in English
  • Familiarity with current digital technology trends and policy debates in the US and EU, through a lens of sustainability, democracy, human rights, global justice, and inclusion
  • Strong organizational and analytical skills with attention to detail
  • Creative, self-directed, and responsible work attitude
  • Appreciation of working in international and culturally diverse team settings
  • Sensitivity for issues of gender equality and their intersectional ties, including LGBTQ+ issues
  • A genuine interest in the values and mission of the Heinrich-Böll-Stiftung

Preferred Qualifications

  • Oral and written fluency in German
  • An understanding of the global green movement and its values
  • Relevant work experience
  • Proven research, writing, and editing skills
  • Experience in managing a program budget
  • Experience with basic office software and social media

  • An annual salary in the range of $68,000 to $80,000, based on level of experience.

The job location is Washington, DC. While we value our hybrid work policy, we are not open to full-time remote work. International and domestic program-related travel is required (approximately three weeks per year). This is a full-time position (40 hours/week). If requested, a reduction to a part-time position (with a minimum of 30 hours/week) can be discussed.
